hey, all the articles say u have to have a sender to receive. Can you receive a normal unpsionic persons thoughts?

I have been harassed by someone previously for ten years.  And then another gentlemen for the past two years.  It sounds crazy but there\'s more to it and it\'s affecting my life adversely.  The attacks are constant.  How does one stop them?
