I hope you find what your looking for here. I'm probably one of the last active seasoned practitioners here, so if you have any questions I'm likely the one to be answering. I don't know everything, but I've seen enough through out the years to give you a pretty solid answer on most things.
It's the nature of things to have there up's and down's. Most people just loose interest after a while due to poor results to effort ratio. Others leave the community because they found what they needed to know and just decide to practice on there own. Rarely do practitioners give back to the community after it's served it's purpose to them.
Personally, I've decided to stay for a few reasons.
1: I feel I owe some kind of dept to the psionic community, being that it's made my life much more fruitful, even if it was just a small stepping stone on the way.
2: I learn by teaching. Teaching forces you to process your technique into an expressible form.
3: I'm writing a book on the subject, and it's good to know all the aspects of commonly reoccurring problems, as well as multiple techniques.

I feel like I should give back too, but I'm a little unsure of how I'd do that..
It's not like I could just make a big construct that makes everyone interested in psionics.. And even if I could, most of the people that are good at it have shields, so it probably wouldn't affect them. ;p

It's not easy to give back sometimes. Sometimes it's just best to better yourself. Probably the only real way to give back to the community right now is to create new interests in the people to practice for themselves. The fact that they join a psionic online community is irrelevant, it's the people who are important.
Even that can be difficult. I'm looking for my next apprentice, and It's taking some time and skill to find the right person.
But, it'll be harder to keep interest in people if there are less practicing on this site.. It's always better to have people for competition, or support. Then again, some people are unreliable. I guess thats also why you can't find an apprentice.
It's kinda funny actually.. Everyone that comes here is undecided about the world, or religion. Then they're undecided about psionics. Then they're undecided if they should keep learning.
I suppose for others its disillusioning; they come here thinking they're special, or maybe wanting to be special, and all they see is a thousand people exactly like them, or better. But instead of thinking that they're normal, they don't register it fully and either think: "This is boring." or "I'll never be good." Both as self defense mechanisms to keep from hurting themselves more than they are already.
Then there are the ones who do it because they like it.. From my personal experience, these people are either jerks, or uptight. Probably because they have to put up with the first two types of people.
Damn, I just realized how much I'm typing..
Sorry, I get like this if you catch me waking up. I'll make sure to have breakfast first from now on.. :P
But, good luck finding people who are important. We could use some more heavy hitters to whip us into shape. ;D

Psionics is just going through a temporary rut I think. Hopefully.

You're probably right..
