Hello! I've read the majority of the articles on here and found a helluva lot of good stuff to get me to the point I'm at now.
My psi-wheel is sticking. But I'll start by elaborating the technique I use, as I believe it may play a part.
I normally use a very tactical approach, pulsating a sort of...eletric-like...force towards targeted areas. I could thow out terms, but don't want to get wrapped up in semantics. There are different forces I can pull energy from, but the more electrical of the lot seems to be the only way to get it to move at all, so it's what I am discussing.
I always practice under a glass, with bits of aluminum under it that will sway if a breeze is used (future recordings). Now, I clear my head and go about medium-deep inside myself to get rid of the clutter of the moment to allow myself to focus. I've done this enough that it only takes a few mintues to get there.
I flare my energy out and get ready to move things. I pick 2 spots on opposite sides (aluminum pinwheel), wait until I can' almost feel my fingers "touching" (from 2+ inches away and greater), and then can tense a little, send the juice and watch it move all of 1/16th of an inch. I can see it move, kostle, move back to where it was in some cases, and start wobbling a bit. On accident, I moved it almost a full half-rotation, but can't remember how exaclt it felt and can't seem to recreate the circumstances.
What I've tried to fix this: visualization (passive and active) methods, pulling energy from the environment using elemental magic techniques (Hermetic, I believe, from the Veritas site), Just Do It (various forms), fewer practices in a day, more practices in a day, visualization of success on off-time, reading reading reading, watching video tutorials, etc...
I've been flirting with the visualization method (active) with pulsing. I've also tried just focusing on the object consiously and providing quick, limited feedback without losing focus. I've also tried these methods to roll a pingpong ball. I can't conclusively say it moved. I can feel it wants to, but there doesn't seem to be "target spots" like the clear-cut edges of the psiwheel.
I'm stuck on that 1/8th inch (which can take me ten minutes to achieve), with a crappy camera that can't record movements that small. I don't have a belief issue, as I've done it. I know I can do it. I've seen myself do it exactly when I sent the juice, moving the way I want, when I wanted it, under glass, without anything touching the table or rumbling the floor. I do it multiple times a day.
I CAN say I frequently have a problem keeping linked to the object. But even when I don't have this problem and can concentrate on the task for twenty or more minutes (not including prep time), it hits that wall, I run out of juice, and I haven't figured it out yet. Concerning the pingpong ball, I fell it get's stuck too and I don't have the juice to get the job done. Yet, I can't still pull up other forms of energy that I can't seem to use to get it over the top.
Any suggestions to any of this?

This time, I used a visualization method. I believe the problem is that my conscious mind is getting in the way and not much more than practice will help with that, I think. I use music to focus inward, as I respond to it well. Once the item starts moving, though, my conscious mind gets all excited and gets in the way, which brings things to a halt.
So, the really issue, for either method, would seem to be the concsious mind getting in the way. I don't pretend to be an expert or even have half the answers. But it would make sense.
I'm still very much open to suggestions. In the light of this method seeming to give me better results, I feel I should stick with it until I've progressed a bit before going back to tactical. Still very much open t suggestions.

I wanted to thank you everyone for their posts. I had to take a break for medical reasons and simply forgot to check the forums when I finally had time again (week and a half).
I'm getting back into the groove still and haven't been able to practice for a while, but will defintiely try to use the advice given here as best I can.
