Manipulating the weather

I guess to start off with, I've been able to do it since I was 8, which is about 21 years ago. I can do it with ease, but I cannot move a pinwheel to save my life. I have done it, but the results were so minute that the results were nothing to speak of. I don't know whether it's because my mind believes that there's a difference between moving air and moving paper, or if moving gas particles is easier, but I do have a story I love to tell: I moved to this small town back in 97, and from what I've heard this town hasn't had a tornado in 80 years at that point. Well, in '98 one night we had yet another tornado warning. On our way to shelter (can't be too careful) I decided to "ask the wind" to create me a tornado. I've always believed I could move the wind, so I wanted a tornado as proof to myself. So about an hour later, some time after we got settled down, it started hailing, the lights went out, and sure enough we had a tornado. No fatalities, no real damage, no major injuries... Exactly as I had wanted. As sure of myself as I was before that point, it totally erased all doubt about whether I could really do it. Apparently we actually got 2 twisters that night. And just a few nights ago, I was walking home with a thunderstorm around me. Cloud-to-ground lightning flashing all around me, but I wasn't afraid of it because I knew it wouldn't hurt me. A few times I'd visualize lightning flash, and it would in response. Even when I chose a side for lightning to strike, it'd appear on that side. A bit later, I was still walking down this street, and I decided for the fun of it to send out some energy for another bolt of lightning. Sure enough, it appeared, and the whole row of lights went out. Only the streetlamps, though. Houses stayed lit :S It was exciting to me. I've also had a geist of spontaneous TK when my emotions were extremely high. So if manipulating the surroundings is dependent on the practitioner, would it be safe to assume I could do some amazing feats of normal TK if only my perception were different since I was able to create an actual tornado (or two)? Also, I prefer to use the term telekinesis because something I read (a very long time ago) referred to the term psychokinesis as a catch-all phrase.
